The Vigilant are a loose assemblage of largely forgotten heroes assembled by the new Doctor Sin and his associate Death-Man to fight a new threat to humanity. Members include The Leopard from Lime Street, Steel Commando, Pete's Pocket Army, the mysterious Yao, the new Thunderbolt the Avenger and former stuntman Blake Edmonds. They are headquartered on the 13th floor of Maxwell Tower, which they rent from Max, the artificial intelligence which runs the building.

The Vigilant are the flagship team of what is apparently being called the "Rebellionverse" since Rebellion purchased the rights to numerous former IPC characters and strips.
