Rosa Volgaska was one of the few high ranking women in the Volgan military. She devised a plan to capture Bill Savage and his ally Peter Silk, and nearly succeeded had it not been for Savage's counter plan that led to Volgaska being humiliated on live television. She escaped but faced major scrutiny and reprimand from her seniors.
