The Red Queen, also known as the Queen of Hearts, was apparently a creation of the mutant Mad Jim Jaspers, and a member of his Crazy Gang. When Earth-238 was destroyed, the Queen was presumably killed along with the rest of the Gang, but like most of them she was subsequently recreated by Jaspers on Earth-616. She has clashed repeatedly with Captain Britain (Brian Braddock) but is not truly evil, just rather lost and confused without Jaspers to tell her what do do.
The Red Queen seems to control The Executioner, a cowled robot armed with a scythe, but actually has little more intelligence than it does. Her vocabulary seems to be limited to just one phrase, "Orf wiv 'is 'ead"!
