Noam Chimpsky is a superintelligent ape (an "uplift") living in a run down sector of Mega-City One under the jurisdiction of an ineffectual, washed-up street Judge. The good natured but determined Chimpsky, in response to the issues affecting his community, has set himself up as an urban vigilante, protecting his sector with the assistance of an oddball group of allies and informants while staying under the radar of Justice Department.
