History[]
Joe Gilmore, alias Marshal Law, was a former super-soldier with a deep-seated hatred of superheroes (including himself) who was appointed as the government's official superhero hunter (or "Cape Killer") in San Futuro, a city in the near future built on the ruins of San Francisco. In the Marshal's world, genetically engineered superheroes, mostly former super-soldiers, are common, but most of them are to some degree victims of varying forms of psychosis as a result of the genetic tampering and their inability to feel pain.
Gilmore, a disturbed individual himself, distrusts anyone with super powers, but particularly those who the public are encouraged to love. His foes include Suicida (a psychopathic ex-soldier who leads the street gang Gangreen), the serial killer Sleepman, and the egotistical and publicity-hungry superhero the Public Spirit.
