History[]
Judge Shenker was appointed the head of Justice Department's Psi-Division by Chief Judge McGruder following the death of Judge Omar. He became a member of Mega-City One's ruling Council of Five, and was the only one to oppose McGruder's resignation. When McGruder responded to this by dismissing the rest of the Council prior to resigning, Shenker became its most senior member and was instrumental in appointing Chief Judge Silver as her replacement. A trusted confidante of Silver, Shenker was nonetheless unable to stop the Dark Judges from invading the city, and was mind controlled by the Sisters of Death.
Following the city's liberation, Shenker resumed his seat on the Council but after fourteen years was asked to step down by Chief Judge Hershey in order to concentrate on improving his Division's falling performance, which had not been helped by many of Psi-Division's most talented operaives either resigning (Judge Anderson), being possessed (Judge Karyn) or dying (Judge Corey) during his time as its head.
Shenker later made the extreme decision to drug and deliberately injure prisoner Gaia Innocenti in order to use her abilities to predict future events. He has since stepped down as head of Psi-Division.

When first seen, Shenker still had hair. Following his resignation from the office of Head of Psi-Division, he claimed that it had started growing back.
