Arthur Buell was a street Judge in Mega-City One known for his aggressive application of the law. He was appointed by Judge Joseph Dredd to a special unit set up to root out corruption in the Judges running sector 301, under the supervision of Galen DeMarco. When DeMarco was suspended for having an unjudicial liaison, Buell was placed in charge of the unit, and was later promoted to head of the local division of the Special Judicial Squad.

Buell was promoted in 2122 to overall head of the SJS and a year later became a member of the city's ruling Council of Five, on which he served for eight years until the appointment of Chief Judge Dan Francisco in 2132. Following Chaos Day, Buell became a part of Chief Judge Hershey's interim council, but his reputation was damaged by various mistakes, and by his manipulation by Lenny Zero, who used him to destroy the career of Judge Kramer. He later stood against the attempted coup mounted by Judge Bachmann, but has since been replaced on the Council by Judge Waldron.
