Guard Pusser is a character from the 2000 AD strip Harry Twenty on the High Rock. He was a racist guard working on the High Rock, an orbiting prison, who took pleasure in randomly tormenting Harry Twenty's cell mate, Genghis Eighteen, because he was Mongolian. His immediate superior was Chief Thrower and the prison was ruled by Warden Worldwise. They both condoned their staff's sadism.
Pusser was the indirect cause of Harry and Genghis becoming friends. When Harry punched Genghis to stop him from stabbing Pusser he saved Genghis' life, as the punishment for assaulting a guard was death. Following this incident Harry was beaten senseless by Pusser for fighting, and Genghis became Harry's staunchest ally.
As the 'orbits' (how the Rock measured time) wore on, Pusser continued to pick on Genghis. He also scanned Harry with a 'psyclops scanner' to try and find some plans Harry had written on a napkin, even though this was against regulations because exposure to the device's radiation was harmful. The napkin wasn't found because Harry had hidden it in Pusser's own pocket. Pusser hadn't noticed him putting it there and didn't notice him retrieving it.
When Pusser was about to take the shuttle back to Earth to go on leave, claiming that "I enjoy myself more up here than I do down there," a couple of prisoners knocked him and another guard out and stole their uniforms so that they could return to Earth in their place. Only Harry Twenty's intervention prevented the unconscious Pusser and his colleague McGraw from being beaten to a pulp by Genghis Eighteen and the remaining prisoners.
Pusser and McGraw were put on a charge by Chief Thrower "for allowin' themselves to be taken in." The would-be escapees were identified by a "voice check," ejected from the Earth-bound shuttle and incinerated by re-entering the Earth's atmosphere without heat shields. This, however, probably didn't compensate Pusser for the fact that all of the prisoners had seen him in his underwear.
Harry and Genghis escaped from the Rock in a home-made space capsule, ending up on a small Pacific island. Pusser was part of the squad sent to retrieve them. While on Earth he finally found an activity he enjoyed as much as his rôle on the Rock: he used his flamesquirt to incinerate a village and all its inhabitants. He then turned his flamesquirt on Genghis and killed him too. Genghis' last act was to throw a harpoon at Pusser, to deadly effect.
