Arrold Flotsam (the green one) and Halbert Jetsam (the other one) were the owners of the Backwater Scrap and Salvage Company, a down-at-heel scrap business, but they and their windmill-powered robot assistant Dutch (who considerd himself to be living art) aspired to greater things. They began selling reprogrammed Cybermen, which were regarded as antiques, as butlers to rich clients across the galaxy. When The Doctor arrived and accidentally woke one of their Cybermen up, it hijacked their ship and attempted to use them to awaken the inert Cybernaut Zogron as part of a plan to reactivate an inert Cyber fleet. Jetsam did indeed awaken Zogron, but reprorammed as a butler, infuriating the Cyberman, which asked for orders from its leader only to be offered a gin and tonic. Dutch destroyed the Cyberman by spraying it with gold paint, but Flotsam and Jetsam continued to stockpile more of the creatures.

Some months later, the pair were subjected to a hostile takeover by Joylove McShane of Joylove Antiques, who proved to be attempting to revive the Cybermen for the Brotherhood of Logicians, but the Doctor returned in time to save them. Jetsam then uncovered a cache of dormant Cybermats which he intended to market as robotic bootscrapers...
