People who are a cross between Sauron (from The Lord of the Rings) and the Emperor Palpatine (from Star Wars). They exist only to be eventually defeated by the story's heroes, but they don't let that get them down.
Distinguishing characteristics include: costumes which are mostly black and decorated with spikes and/or skulls; clichéd dialogue; large forbidding Gothic fortresses which must be a nightmare to heat; inability to kill the hero when they have them in their power; tendency to delegate important jobs to complete morons and then become enraged when said morons make a hash of them; anger management issues; overuse of exclamation marks; enormous supernatural powers which should make them unbeatable but somehow don't; capes with high collars.
