Asylum

Asylum is a comic strip by Rob Williams and Boo Cook, published in 2000 AD progs 1313 to 1321 (series one) and progs 1406 to 1414 (series two). The protagonist, Marshall Holt, is an 'Alien Hunter' who uses telepathic powers to locate illegal immigrants from other planets who want to live on the insular and isolationist planet Earth. (It's 2378 AD and Earth has deteriorated considerably since the 21st century.) Asylum is available as a trade paperback (pictured) from 2000 AD's website.

According to Williams, "When Asylum worked, it was due to the twisted 2000 AD style humour, Boo Cook's wildly imaginative art and the story being unabashedly provocative. But it was my first job for 2000 AD and — looking back — I didn't really know what I was doing. It was passionate, but it wasn't that sophisticated.
